The 12 group winners and 8 best runners-up will advance to Round Three. The 20 teams will then be grouped into 5 round-robin, home-and-away groups of 4 Teams. 53 teams, 5+1 places
After a preliminary round in October/November 2007, 48 teams have been drawn into 12 groups for the second stage. The 12 group winners and the eight best runner-ups will proceed to the third stage.
